Judge Keenan Johnson sitting on Circuit in Longford doubled the amount of an infant settlement offer of €30,000 to €60,000 to send out a message to insurance companies. Now defunct Quinn Insurance taken over by Liberty Insurance (in November 2011), in June 2003 paid directly to the father of injured Plaintiffs, €4,000, being €2,000 for each child without the settlements being Ruled and without the infant Plaintiffs benefitting from the funds. Judge Keenan described the behaviour of the insurance company as “outrageous and scandalous”. In infant claims, settlements must be Ruled by a Judge to protect the interests of a Plaintiff and the monies lodged by the Courts’ accounting services until the minors reach their age in majority.
